I don't know who this Andrew is nor why, being a Laborer, he felt obliged to make a Will which talks about Stocks and Funds. Perhaps he had "expectations"? If you know anything about this family, please leave a message on the Message Board.
An Andrew WINGETT married an Elizabeth FORD on 31st January 1779 in the parish of Charles the Martyr, Plymouth. I assume he is the Andrew above and also that he didn't have any children - or at least no surviving children since none are mentioned in the will. The DFHS listing reports that there are additional notes on the original register entry but we don't yet know what these are.

I Andrew WINGETT of the Borough of Plymouth in the County of Devon, Laborer Do make publish and Declare this to be my last Will and Testament and
Dispose of all my ['personal' - crossed through and the word ' worldly' inserted] Estate, Goods and Effects in manner following that is to say I give and bequeath unto my dearly beloved Wife Elizabeth WINGETT all my household Goods and
Furniture money in the public Stocks or Funds on Government Security Debts and coming to me at the time of my decease and all other my personal Estate Goods [Chattels - crossed
through] and Effects of what nature and kind soever And I do hereby nominate constitute and appoint her the said Elizabeth WINGETT Executrix of this my last
Will and Testament hereby revoking all former and other Will or Wills by me at any time heretofore made and Declare this
only to be and contain my last Will and Testament In Witness whereof I have hereunto set my hand and seal this twenty ninth day of December in the year of our Lord One thousand Eight hundred and five. ANDREW

Signed Sealed and published and Declared by the above named Andrew WINGETT the Testator as and for his last Will and Testament in the presence of us who at his request in his presence and in the presence of each other have subscribed our Names as Witnesses thereto N. LUSCOMBE, Giles EDWARDS.
Proved at London 9th July 1812 before the Judge by the Oath of Elizabeth WINGET Widow the Relict and Sole Executrix to whom Admon was
granted being sworn by commission duly to administer.
